Report a translation problem
"I just figured it out... absorb the population of the settlement into your colony, not the Absorb action that takes a few turns and gives you a new colony. They should adjust the wording on that."
I guess you gotta use diplomacy to capture a neutral settlement, but use the option to transfer the pop t your colony, not create a colony or create a colonizer unit. Guess it's just REALLY badly written.
I did this already too. It too didn't work.
I saw the reports too, I think I am not gonna bother at this point, I've completed the artifacts anyways, I was just annoyed because if only the quest worked properly, it would've sped up XP farming for the factions.
