They are also rather overpowered, so having them as dwelling units might be unbalanced. But they're pretty cool to get as a reward from anomalous sites.
If you want them in the dwelling anyway, I believe there are mods.
the paragon elite troops are basically what the paragons were like when the old empire was still a thing and they were in their prime. as was said above, you can unlock them in the empire mode by finishing the star kings campaign.
to be honest they are kinda overpowered. especially the troopers. essentially they are like the generic vanguard or paragon troopers, but with a baseline stun chance on their repeating attack and grenade (and also 11x3 instead of 9x3 damage for the rfile and 12 damage instead of 8 for the grenade)
If you get 3 choices at the end
A) Conquer this world
B) Bring peace to this world
C) Uncover the secrets of the past
Option A should give you the three elite troopers
Yeah they are pretty good, but iirc their guns don't count as Arc weapons so you cannot add the respective mods like extension / stagger.
