Why is the modding scene so minimal
It's almost dead compared to AoW 3, and comments are locked on top mods, is it the games price tag that turns people off from it or is there something more? Is the game difficult to mod?

What kind of modding were you wishing for? If it's just "more", then probably because the others in the series were more popular perhaps for mp purposes.

Game has more robust modding tools but the thing is, the game is larger, there is more going on, so modding it requires you understand alot more of the base game before you can effect a meaningful mod.

Also, there is not much wrong with the game nor is there much lacking, imho. I would try my hand at modding if I weren't still busy discovering new things.

Also the frequency or quantity of mod production is no indication of a game's quality or approval or success. Hades for example has zero modding and is both staggeringly successful and excellent.

I understand this now having jumped into a few games, a lot of issues I had with AoW 3 are fixed in Planetfall and the fluidity is certainly there. The one thing that does surprise me is the lack of graphical mods, as you said it's essentially in a good place, and there's even race mods to boot. It just seems odd to not see things such as "More Colors for Coat of Arms" mod for AoW 3 added in, as I've only found one city recolor for the vanguards and sea color variations.

Don't misunderstand I am not complaining, I was initially concerned that some kind of upheaval may have happened within the modding community with seeing locked comments and insinuations of deleted mods. If there is one mod in particular I plan to make it's giving the Vanguard a damn sniper lol.

I'm honestly surprised no one has released a 40k mod yet, with vanguards like space marines, assemblage cyborgs like adeptus mechanicus or xenoplague units like tyranids, even the planetary guard mod resonates with astra militarum.

I lack time and knowledge, otherwise I would love to do it myself.

Uhm the diplomacy wouold have to be thrown right out....there is no diplomacy in warhammer 40k for some reason everybody is stuck in rigid behaviors. Nobody is getting along with nobody. Ever.

I don't know if this is possible, but one option would be that when choosing the secret technology "faith in the emperor" this generates a -500 diplomacy in the rest of the factions that do not also have "faith in the emperor".

I'd also say that there is a lot less of things people feel they "need" to mod.

Actually the game is a very good example where the developers properly analyzed the predecessor, understood the parts which were bad / unpopular, and replaced them with something better.
