What does hero lvl mean in Hall of Heroes (Empire mode)?

Title. Is this just something that shows how many times you have used the hero? or is there something to it? Right now I have 2 heroes at lvl 2, the rest at lvl 1.

It is min starting level of the hero in your next game.

Also, as your heroes rank up, they will be getting starting bonuses. I believe level 5 ( in the hall of heroes ) gives them the champion status which gives different boosts to their army depending on their original class. But otherwise, as far as I know, it is indeed just min starting level.

When I start a game as KirKo with my hero of level 9, I can choose 35 ability points, while with my other lvl3 heroes I have only 15 ability points available.
