Maybe calm down and wait for the game to actually launch before you start trying to report bugs that you don't even know if they are bugs or not.

and it's much better to create topic about bug in beta than find this unfixed bug in full version.
Age of Wonders is a high lethality game. Units die in droves simply by the nature of the game's damage to defense ratios, with a single good three shot volley from a basic unit taking half or more of a T2 units HP. That heal needs to compete against that kind of killing force at a basic level, so if you're fielding multiple PUGs, you need them to be able to pull their weight in keeping expensive units alive, because the enemy has vastly more killing power than you.
Even back in AoW3, where it was possible to have characters who could heal constantly, it wasn't really worth healing most of the time unless you were healing something expensive and valuable, or couldn't make an effective attack.
The slightly silly thing I can think of is alternating heals during live combat for a 25 hp heal every turn, but the ability only has a 3 range, so they'll be exposed. If you think that's going to be the only broken silly thing you can do, I suspect you're going to have a rough launch. Have you SEEN some of these mods? There's gonna be dumb stuff happening everywhere, and it'll be glorious!

And if the Pug is healing, it isn't resetting abilities.
Soif a PUG heals, it needs to be recharged by the other PUG, so in that turn it will deal 25 hp max.
And fighting an enemy, you will be receiving quite a bit more than that.
Also, there is the APC support vehicle, available to all commanders, which has a healing drone, that heals about 25 or 30 hp per turn.
Plus Kirko get a form of regrowth, and absorb pain.
basically, PUG shenanigans are small change compared to some of the tanking that is possible.
