Report a translation problem
It's main game. Sure, I don't need to get the pioneer achievement but I don't see why It's not giving me the quests after the stated turns and just resetting to a larger amount. Maybe as you say it's a bug, or I don't understand how to accept the quest as maybe it's indicated some other way, i have no idea unless someone tells me how they got notice of the second quest when available.
One other thing I can think of is that you are fighting the NPC factions when they have an army present on resources. If you fight them, they won't give anymore quests (but they will come to attack you). If you want to stay friends, you can get to the resource sites by paying influence.
No fighting, I think it's a bug now. But what I haven't tried yet is seeing if another faction will let me do both their quests. I doubt it, but I'll try that, If that doesn't work I just won't be able to complete the Emissary quest, not a big deal but bummer it doesn't work.
