Why I can't annex the "Reality Anchor" sector?

I have managed to annex the "Throne of Sin" sector thanks to residential sectors to my city of Dorwar. The "Reality Anchor" is at the same distance but for some reason I can't annex it.
My city has 2 production disctricts, 1 research district and 2 residential districts so I should be able to have an extra energy district.

I don't understand the picture so I will try to guess. If the sector is more than 2 sectors away, it must be adjacent to residential sector.

The sector is adjecent to a residential sector, this is why I don't understand why I can't annex it.
Also I annexed a sector that was at the same distance than the one I'm trying to annex.
I should mention that the silver energy sector that I want to annex was adjacent to a city which I razed in order to add it to my capital city.

The only things I can think of is that you may not yet have reached 24 pop or that the landmark has not been explored yet.

If it is about landmark, then you already have 2 sectors of the same type. For instance, it is energy landmark and you already have 2 energy sectors.

I am finally at my PC and can check the image properly. So you are trying to annex Reality Anchor to Dorwar? But how have you annexed Throne of sin? You have first residential sector 3 sectors away from colony, it should not be possible to annex the residential sector. Did you previously have that sector on the north-west of Dorwar which is independent now? That would explain how you built first residential sector and annexed Throne of Sin. Then you deannexed that sector and annexed Groundbreaker Quarry instead, correct?

Yeah you are mostly right. I indeed had an energy secor northwest of Dorwar which I turned into an outpost to get the silver sector of "Reality Anchor".
But the Groundbreaker Quarry was the second sector I annexed so it was way before I got to the silver and gold sectors.
Maybe because I removed to sector northwhest of Dorwar now the silver sector of Reality Anchor is too far. I just got confused because the sector of Throne of Sin didn't stopped working after this.

Also since you seem to be knowledgeable about the game, could you please tell me the exact condtions required to build a residential sector?
Sometimes I can't build them and I have no clue why.

You should have enough population and be below current sectors limit for your colony to annex a sector. Residential sector cannot be built on mountains and as other sector types is subject to 2 sectors per colony limit. If you want to annex a sector 3 or 4 sectors away from your colony, it must be adjacent to residential sector.

I still plan for a residential sector only to realize too late that it has partial mountains. Makes me wish I was playing DVAR.

... there is also a limitation that Residential Sectors can only annex one additional sector, that has to be adjacent to them, when the sector in question is further away than a 2nd sector form the colony.

So the 1st Residential Sector ( one next to the Geothermal Bastion Station ) is too far away to annex The Reality Anchor
