Have to agree, absolutely plagued by launcher problems day after day trying to open this game. Sometimes the game won't start, sometimes the game/launcher fails to close and whole of Steam has to shut down. sometimes the launcher 'fails to download launcher update', which is not an 'update' anyway.

And now, the latest issue is all my mods seemingly disappeared and got the same message as you.

I guess it's time to throw Paradox on the Ubisoft pile.

Have you tried the usual steps of running the launcher as an Administrator and verifying your Steam files? This thread may also help with the "mods disappeared" problem.

I'll add a caveat that I play the game through GOG, and haven't had a single issue with the launcher or with mods, so whatever is going on seems to be Steam-specific. And, given the fact that only two people have experienced this in 3 years, it seems to be a *very* rare issue overall.
