Interlink First Assembly Mission

In the campaign during the first Assembly mission there is quest where I need to setup an interlink. People on reddit said I have to put a Network Link and a Hacker unit on my capital and cycle through by clicking on it until I get the prompt to setup the interlink. But all I get is the quest with a "Close"-button. How do I finish that quest?

try the city tab , in the panel that you can change your HQ/rename your city .etc

What do you mean? I know how to change the citiy name but there is nothing in that tab. Do you have a picture?

If you read the dialogue in game, the campaigns always tell you how to win. You just have to read them carefully sometimes.

Well it does not say "switch to this and this tab in your capital and look for button so and so" It just says "Setup and interlink"

That's the first match on google actually, so I want it to have actual answer. You have to put network link into capital, open city interface, choose last tab (where there are buttons like raze/migrate city) and button will be there. Same for second stage with hacker.
