one of the many flaws PF got compared to older ones, terraforming is just ireversabel for most races. so the few that can do it can cripple others hard.
I would still say it ♥♥♥♥♥ even amazons. They get both a terrain and climate terraform, but unless they're okay with literally all their sectors being arcadian forests, it's still a pretty hard hit.
However, this is also a level of endgame disruption that is kinda worthless. Theoretically you can make use of this, but the time it would take to actually have an impact combined with how late in the game it would have to be, I feel like the actual impact would be pretty trivial.
Against an actual player who has carefully-established colonies essential to their warmachine, you could pull some nasty sabotage, but it might be too little too late.
Look at the Kirko T3 mod that refills your movement points on kill. It's just way better than anything the DVAR have.
I don't think DVAR have a single value t2/t3 mod that you just really want to put on all your units. Just situational stuff that grants a bit of armor and some random ability you probally don't care about.
I think the counter argument is that you too can research all Dvar tech by infiltrating them or stealing one city. By the time t4 units are a thing, everyone should have access to all tech trees.
Which just creates a different problem if everyone uses the same end game combinations regardless of what they started out...

Actually, come to think of it, since it's a huge grinding wheel, it should generate resources for killing things with its grinding wheels. That'd be far more useful than the weird sector cracking mechanic it has.
