It only takes something if the potential growth would cut it down by at least 1 turn, or something like that. You may see new colonies with ~38 food production who take nothing until they have grown larger, while an already large colony might take everything.
In turn, food is only shared to the pool if there are takers, and then only the required amount.
Using sell excess causes all food output over the cities' upkeep to be given to the global pool and sold if there are no takers.
Share half will only give out food if there is a taker, and if there is a taker, half of the food will be shared and lost even if taking cities take 0.
A city set to take will not take more food than is needed to push it down to 1 turn for next pop. Cities are capable of taking an infinite amount of food to get to that point.
As crusher said though, make sure to set cities that you want to have "take" food to take, otherwise they'll just sit at prevent deficit and take nothing unless their food income becomes negative.
