What does "Food Sharing Tax" mean?

The Agricultural Export Center states that it reduces food sharing tax.

What does this mean?

I am not sure what that affects...energy? food waste? what?

When a city shares food by default 40% of it is lost to food wastage, so 100 food shared means only 60 food actually goes out to other cities. You can see the numbers by selecting the city and looking at the food sharing area.

If you set your Colony to share food with other colonies, there's a 40% loss by default.
So, if you're sharing 10 food, the other colony is only really receiving 6 food - the other 4 is lost.

Those upgrades reduce this penalty.
