Every 4 Colonists give you a new Sector, up to 5.
So:
4+ Colonists = 2 Sectors
8+ Colonists = 3 Sectors
12+ Colonists = 4 Sectors
16+ Colonists = 5 Sectors

the upper sector is a settlement I tried to annex desired sector before I got the settlement and it still wouldnt let me..
Look turn before I tried it also I just loaded the wrong turn but I tried to anex it before settlement

Basically start with the "1" on your colony then 2 on your first annex then 3 and so on.
You can only annex sectors that are up to 2 sectors away from your colony center.
That seems rather small, that means pumping the colony vehicle like there is no tomorrow.. Do I get some penalties for having too much vehicles/colonies?
