After playing around with it, I'd recommend lowering the cards gained from recon back to 1. With 2 cards + the lowered risk of traces makes the difficulty almost...trivial. I'm in my 4th city and am making money, with no traces, faster than I can send the money ahead. If you'd like to know more of my experience I'm happy to provide more feedback :)
Doubling the card draws is intended to reduce the grind of putting things in that verb over and over, it feels like playing a one armed bandit machine and its just not fun. I'm not reverting that feature. But i have increased the time that reconnaisance takes, as a compromise
