Generally speaking, Heart and Edge are the two aspects that take the most expedition work to upgrade past the starter levels. It's worth it since Heart followers are your best way of keeping Notoriety under control, but it does take work! Start up on expeditions as soon as you can.
Could you give a slow, detailed explanation on the cultist upgrade thing? Nothing I've tried so far worked, so I'd be grateful for a heads-up.
To make a Believer into a Disciple it's the same process, but now you need a higher degree of your aspect, which is where the Trappings bit comes into play. You need at least 7 intensity. Let's say you have a Lore 6 on you. That would be enough to upgrade the believers who are already most suited to your cult since they'll already have 2 of the same aspect, but the rest need more. That's where Trappings comes in. You can put ingredients, tools, or influences into Trappings - all but Tools will be consumed in the process. Influences are the nicest use here because oftentimes it's also getting rid of a threat, like Restlessness, or Dread. Check what Aspects your Influences have - it'll be in the bottom right corner. You can also get more influences by exploring the Mansus, if you're at that point yet.
Contentment - 2 Heart and 2 Lantern (if I'm remembering right)
Restlessness - 3 Forge, Lantern, and Grail
Dread - 2 Edge
Fascination - 2 Moth
Fleeting Memory - 2 Secret Histories and 2 Moth.
Oftentimes expeditions are needed to get everyone up to Disciple without waiting a long time for the right lore type or influence to drop, but it's very much doable.
Exalts are once again the same, but now even more lore intensity is needed. You need 21 Aspect of whatever your cult is, and you can only Exalt the Disciples who match your Cult's Aspect. They'll add 5 to that upgrade process. That leaves 16 left for you to cover using only lore and a trapping, so you will have to do expeditions at this point to get higher level lore and rarer trappings. Best of luck, and hope this helped!
