It is boardgame. Like monopoly. Over 9000 hours content and infinity replayability.

To clarify that a little. It's only like monopoly in that it's a board game. It's infinitely better than the luckfest, player elimination, leader always runs away with it, borefest, childrens game known as monopoly.

I'd also kinda like to know if there's any over-arching kind of campaign or other type of persistence or if it really is just shuffle the decks, reset the board, and replay like a board game.

No, it's a digital translation of the board game - no additional campaign elements. A single play-through will take about an hour.

That said, we hope they will eventually implement the expansions from the physical board game. The fourth and final expansion (which, if it does get implemented, would be the last, so not for a looong time) does have some campaign stuff with carryover between plays. But I wouldn't buy the game solely for the hope that gets added sometime in the future.
If you want an awesome board game, get this. If you want some single-player campaign with progress that changes and evolves between matches, look elsewhere.

Cheers, folks. I don't normally buy the super-faithful boardgame adaptations because of that element, but was curious in case it meant this would appeal more. Those mechanics and art both look great.
