There is no way to boot.
It does definitely affect their ELO. I think even if you time out when you're ahead with 1 turn to go in the game (i.e., even a bot couldn't screw it up), you still either lose ELO or at least don't gain anything like you would have if you finished the game. (This was a major problem months ago when people would get disconnected involuntarily.)
If other players quit because they don't want to wait, they suffer the same or even worse ELO consequences because they disconnected earlier than the person who just times out.
When this occurs (the Ai taking over) the game could notify all players Player X hasn't made a move and Ai is taking over- and there could be an red glowing outline or icon above that players name to show the Ai/bot is still active. There could be legit reasons a player cannot get back to the PC before the timer goes, dog vomited all over the floor, phone call, internet drop etc. Or i guess the other more simple solution is their turn is forfeited if the timer runs out- which might be what occurs anyway at present?
This was really frustrating because it was the second time in three games that something like this happened. Before these three games, I had just made it to an ELO of 1249, hoping to get the secret achievement. Now I'm down to 1214. I think I'll have to give up on Scythe here for a while. I don't think I could handle it if the same thing happens the next time I play. I need a cooling off period.
