is map generation totally random?

I wonder if map generation is totally random as in a real game or if there is some special game balancing logic.

The map is not random. The starting positions are always the same. The board game has a modular expansion, but not the digital version.

I meant if encounters and factory cards are random mainly.

Encounters are always placed in the same locations, but the Encounter deck is shuffled every game as is the Factory deck.

I would gladly pay to have the modular board expansion with randomized faction and tile placements to mix things up.
