Ending game with factory card

I received my 6th star with the factory card that lets you pay 1 combat card to get 2 popularity, but the game would not end. It kept saying that I still could do the bottom action before ending my turn. When I tried to end my turn, it wouldn't accept it. I ended the game by cancelling my action and taking the action to pay 1$ to gain 2 popularity. So there seems to be a problem with the factory cards, as this is not the first time they don't work as they should.
