As the title says, the game doesn't even launch. I click "PLAY", Steam tries to launch the game (the button becomes blue "X STOP"), then returns to green "PLAY." Why is this happening?

NOTE: I'm not opening a discussion about switching to a different version of Windows nor am I looking for negative/sarcastic commentary. Please just answer the question. Now then... does this game play on Windows 7? If it uses DX11, the chances are it does, but obviously not if it uses DX12....

There's a single locker that isn't needed to continue but can be interacted with it's Gavin Conterra Locker 014. It's downstairs I can't figure out what the locker code is? The empty one is 0000 but I can't figure out his any ideas?
