I just don't understand weather it's bad game light placement or i've got some issues :)
To deal with the sickly cyan glow in the Interloper and Dead Tenant chapters, turn off Color Correction in the video settings. Otherwise, for that first dark area, use the also cyan-hued Visor Flashlight with F key.
The snow is probably affected by a lightwarp texture the game uses. This would be fine were it not for Color Correction overbrightening it.
For that fence bit, it may just be bright lightmapping seeping through that spot when the map was compiled. Unfixable without map editing.
Turning off specularity with mat_specular 0 has little to do with this, if you followed that advice. Turn it back on by setting to 1.

This option is broken in this mod or in hl in general?
Originally the base lighting in those levels were darker, but they have since been relit to more acceptable values. The Color Correction does not appear to have been toned down to reflect it in favor of stylizing or something, though.
In regard to whether it is broken or not, do you have the Source SDK 2013 Singleplayer Base installed, and if so, did you ensure it is the Upcoming Beta build version of that?
Additionally, did you set any launch options prior to starting the game?
Btw, i'm reading story articles now, and noticed that on their screenshots, masklight generated shadows. This was also disabled in current version?
