Some spots are burning white with no light adaptation:

I just don't understand weather it's bad game light placement or i've got some issues :)

Oh god, I remember having this issue in Garry's mod and finding a fix for it, but that was at least 7 years ago. I think the fix is to input "mat_specular 0" in the console, assuming the console can be accessed in this.

Remember to install the Source SDK 2013 Singleplayer Base, and specifically its Upcoming Beta build. The game requires it.

To deal with the sickly cyan glow in the Interloper and Dead Tenant chapters, turn off Color Correction in the video settings. Otherwise, for that first dark area, use the also cyan-hued Visor Flashlight with F key.

The snow is probably affected by a lightwarp texture the game uses. This would be fine were it not for Color Correction overbrightening it.

For that fence bit, it may just be bright lightmapping seeping through that spot when the map was compiled. Unfixable without map editing.

Turning off specularity with mat_specular 0 has little to do with this, if you followed that advice. Turn it back on by setting to 1.

I just installed the expansion. I thought it will install all it needs automatically.

Not really. The requirement this Source game has does not invoke Steamworks Common Redistributables per se, or rather, it requires more than that to function correctly.

I've installed this thing, but can't say it made things better. I've checked several youtube let's play videos and i think its just bad light placement in the mod, not the tech issue.

Perhaps. It went for the whole cold, dark, oppressive atmosphere kind of lighting with some use of it to highlight points of interest to the player, but otherwise it forces the player to use the unlimited-battery flashlight in those areas.

My take on the game is that the theme is overly dark nearly all the way through. Kinda depressing;-)

Ye, with colour correction it looks much better.

This option is broken in this mod or in hl in general?

This particular mod uses it, but in the Interloper and Dead Tenant chapters, it takes on a sickly oversaturated cyan hue on top of everything.

Originally the base lighting in those levels were darker, but they have since been relit to more acceptable values. The Color Correction does not appear to have been toned down to reflect it in favor of stylizing or something, though.

In regard to whether it is broken or not, do you have the Source SDK 2013 Singleplayer Base installed, and if so, did you ensure it is the Upcoming Beta build version of that?

Additionally, did you set any launch options prior to starting the game?

Yes, i've got Upcoming one. But at first i played this mod without Source SDK 2013 installed and it was working the same, so i'm not sure if it nesessary.

Btw, i'm reading story articles now, and noticed that on their screenshots, masklight generated shadows. This was also disabled in current version?

Projected textures displayed as a result of the flashlight? Probably, for authenticity of being an internal visor system for Bad Cop here.
