No, the load times and in fact the double loads are a part of what makes this game hilarious, they must be preserved.
After the dozenth time you've seen some quest giver NPC give a single line of text-only dialogue sandwiched between two long as ♥♥♥♥ loading screens, you're really not laughing anymore.
Whereas I don't find any fun whatsoever by just sitting there and doing nothing, especially when I can pretty much do an entire session of Tony Hawk in the time it takes to go through 4 loading screens which is how long you'll be waiting to retry failed missions which BTW you'll be doing a lot once you reach the Trials of Soleanna, particularly the second trial.
All I would do to fix this would just do what most later games did by having a Retry prompt allowing you to try again instantly without any loading in-between because all the information needed for the mission is already loaded in memory.

Some examples:
They de-listed Sonic 1-3&K and CD on Steam to bring us Origins and was somehow worse than what we used to be able to get through the Mega Drive Classics or older Sonic collections and are far more expensive at that as well. All while offering no loyalty benefits to those that owned them on Steam previously.
Do you really think that the SEGA we currently have right now are able to provide adequate versions of either Shadow the Hedgehog or Sonic 2006? Honestly, I don't think so. I mean, they can't even get their original classics right which says a lot considering how easy of a task it's supposed to be for 16-bit 2D sprite based games.
The real issue to me is that Sonic 1 Forever, Sonic 2 Absolute, and Sonic 3 A.I.R. already exist at this point, and it completely fails to measure up to any of them.
I think they easily could, they just never bother to, particularly with Sonic.
If it's Yakuza or something, they'd probably put in the effort.
Still haven't played Colours but gotta agree, whether it was Generations or Forces I really dislike the wisp gameplay.
Forces is the only game in the series where I'd say "boost to win" is accurate.
