Haven't played any of them except S.I.M so cant really speak of their quality. S.I.M is definitely worth the price tho (that is $0)
"don't take it personally, babe, it just ain't your story" is also kiiinda close - you are a near-future teacher tasked with snooping on your students. It's more visual novel though.
Mainlining and Orwell are more "hacking" games, but do involve a lot of snooping and reading private documents.
