why 49 fps

i have a good pc that run sonic colors ultimate but this 2011 game runs at 49 fps, what and why?

Poorly optimized. Get the mod loader. I don't think getting any mods are required. It looks better and runs well.

Use the SADX Mod Installer, this tool is fix all problem a steam port of the game

The vanilla Steam version's framerate limiter doesn't seem to work correctly on newer setups. I second using SADX Mod Installer and could not recommend it enough. It "downgrades" the game to the older 2004 port so that mods can be used to fix the PC ports' various issues, but it's a far better experience than the current Steam port overall.

Special K is another alternative if you really want to play this specific port since it will fix the framerate, but SADX Mod Installer is the far better option all around.

i already beat sonic adventure dx with sadx mod installer and i want to try the unmodded steam version to see how bad is it

Seems no one responded to you in the last year..
I assume you fixed this one already, but.. The only fix I found for the odd sporadic FPS was to go into my graphics control panel (in my case nvidia) and hard locked the game's executable to 60fps. no more 30s-40s-50s-60s.
