If it still does it even with the input mod selected, you're missing the MSVC++ dependancy. https://forums.sonicretro.org/?showtopic=33849
The input mod is supposed to let you use the keyboard as long as no controller is plugged in. Do you have the latest version? You can always download it from the link I posted.
Better SADX has a 360 Controller fix, and it requires a custom .exe, not some .ini tweaking.
Just install the latest Better SADX:

The input fix should either be automatic, or in a folder somewhere on installing
