Can't beat Big's Mission A at Twinkle Park.

Now, I'm not here to complain about the fishing minigame. I'm actually good at it and I even have fun playing it. I never disliked it, not even 20 years ago.
The problem is that the game wants me to catch a 2kg fish before catching Froggy but it's just not spawning fish that are heavy enough to meet the criteria.
I noticed that the fish in the pool change every time I catch one, so I keep catching the biggest one I can find in the pool, but it's always like 1.7kg at the most, sometimes even below 900g.
Is this mission glitched? Is it the stage? Could it be one of the mods I have installed?

You have all of the lure upgrades right? It spawns in higher kg fish each time you get the lure upgrades. If so, it may just be bad luck.

Hmm, I'm sure I have all the lures by now, but then again it's been a while since I played this game.
However, I have done all the missions for the other stages already, as I did them in reverse order, and I caught fish that weighed more than 2kg then. I think Twinkle Park is just being stubborn. I literally sat here for about an hour in this stage yesterday trying to get that 2kg fish.

Due to the smaller amount of fish in Twinkle Park, you may not always get a good distribution. New fish get added as you catch some so just keep trying. But definitely make sure that you have all 4 lure upgrades as well.

You guys were right. I was missing one lure, the one in the forest. I still had to catch a couple of fish until a 2kg popped up, though, but I'm glad I got this sorted out. Thanks, guys. 10 more emblems to go.
