Super annoying noise in Sonic's Twinkle Park?

After finishing the bumper car part and geting on the rollercoaster, an annoying mechanical humming noise starts up, and continues playing until a new area is loaded. I also heard it in Vinesauce Joel's stream, so it's not just my garbage computer. Anyone found a cause or fix?

There is a particular sound you hear whenever you're near the carousel (probably the bowling ball launcher) that annoys me so much that I've completely removed it via my own mod. If you have the mod loader I could upload it for you.

Do you already have the Sound Overhaul mod that tries to restore the Dreamcast volume levels? I think that improves it quite a bit. I didn't even notice that I had that annoying sound back because of it.

If you need to remove another sound effect, just find which one it is, open it in Notepad and delete everything.
