3. hacking chao stats is bad, just do it legit man only takes a few hours but you'll feel better
Not everyone has countless hours to waste on raising a Chao.
I've personally used Fusion's Chao Editor to speed up the stat growths. The Chao doesn't gain an unfair advantage, I just speed up the process of his growths so I don't have to wait 3 days to gain 10 levels.
A good rule is to look at what the Chao's stat growths are when they level up (such as +30 when Flying levels up).
After that, it's simple math. (Such as in the example, that means after 10 levels, the Flying stat would have gained +300)
In your screenshot, your Chao's stats are far, far too low.
Since Chao generally gain 15-35 points per level up, they hit 1,000 stat points by Level 30 or so.
By Level 99, they should be at around 3,000 or more.
(By the way, the maximum isn't 1,000, rather, it's 9,999.)
