I can't answer that for you as i don't own steam deck but i can't see why it wouldn't

On steam deck you need the launch command:
WINEDLLOVERRIDES="dinput8=n,b" %command%

Works in my short experience. You can crank the TDP and GPU clockrate all the way down and get great battery life too.

I feel a little lost on what mods I would need to install if I want it as close to the content of the Dreamcast version as possible while still having all the upgrades the Steam version has.

I do want to restore the textures and models with the removed branding, but I don't want to completely convert the game into the DC version's models and textures for everything if that's what the mod does.

Likewise I want the original voice actors and music too (Especially if I can get the music titles correct, I recall when I last tried this the mod just simply replaced the music files from the ones from the Dreamcast but all the song titles were still the Steam version's and playing the wrong song)

But if the Steam version added anything extra or had better textures or visuals for stuff that was not removed or modified I would prefer to keep all that.

The Steam version has downgraded textures (and pretty much everything else) in many spots, so you're better off using the modpack, yeah.
