By chance, I was in position one time to see exactly how this comes about. I had a yellow and a black robotnik entering the deposit at the same time, with the (slower) yellow in front. The black bumped into it, then tried to pass it, which is what caused it to veer onto the stairs and get stuck there. Based on this, I suspect that having two (or possibly more) robotniks may be relatively safe in this layout if they are all the same speed (only yellow or no yellow), but I haven't tested that yet. Could still be problems trying to pass each other if one is entering the deposit and the other is exiting, though, which becomes more likely the more you have.
The reason it's not a problem with the deposit turned the other way would seem to be simply that you don't normally have dense traffic bursts through the door to the refinery, so collisions and robotniks passing each other doesn't happen there nearly as often.
How i can rotate deposit?
