Also if you've already done one genesis I suggest starting over and changing the galaxy settings to allow you to have 7 reactors instead of 5.

Yeah, but (aside from going for the "collect 1000 biomass" achievement), it doesn't really matter if your tanks are full and you can't collect more, does it? You need five per clone for replacements, and one per 50 health for healing, and that's it as far as I can tell.
Personally, I don't think I'd want to run with less than two tanks, because I want to at least be able to pop 5 new clones at a time when I build a new quarters, but I don't see much point to having more than that, aside from temporarily adding a throwaway tank to let me collect the biomass off a wrecked ship so that the galaxy map will show it as "cleared" and I know not to go back to it again.
If you really want more, AND are ok with using memory editor tools (aka hacking), you can change the limit during galaxy setup - just fiddle with the max reactors slider until you locate the memory value in tool, then overwrite some reasonable value (say 100), then back out of the screen without touching anything else, and begin game. It gets persisted in save.
I have trouble as it is with 6 reactors, even with a good layout.
