Polling station rooftop access doors are locked
Self-explanatory; the doors that would otherwise open the room that leads to the roof in the polling station are both locked, basically forcing the player to climb the scaffolding if the want to get to the roof.

If I'm honest, it could be telegraphed a little bit better. Make it more obvious that the player isn't supposed to go through there than just locking the doors.
