Police Station Terminals not showing button press hack

So i just went into the police station to grab the goodies in the armory and came back out to trigger the lockdown. I'm going to all the terminals (two on each floor). They all show locked, but it doesn't let me press E to hack like normal when i get near them. It makes the audible noise when you go near something that needs a button press, but doesn't do anything even if I try holding E for a while.

All the emergency doors won't even open. Not sure why the terminal hack option isn't showing. Is there another way to get out of the police station with hacking them?

Using an old save by any chance?

I started it from a new day like you mentioned. Though some of the terminals did show as unlocked before I even triggered the lockdown.
