While not necessary, it helps if you have two of the same rifle (or two of the best guns you can carry) so you can switch, instead of deal with the disadvantage of reloading, as almost all of the rifles are manual reload of each bullet instead of reloading a magazine.
Work on rifle proficiency as much as possible, even if you have to sit in the shooting range or somewhere killing small creatures for a painfully long time! Hunter class is where it's most critical to gain proficiency in all weapons! At each 25% stage of proficiency, the weapon will reload faster, have higher chance for critical hits and will do more damage. This is VERY important in the long run for doing more damage, leveling out the fact that a rifle is very slow.
TLDR
If you can manage it, use rifles as much as possible to gain proficiency. Otherwise, use whatever weapon you feel is suitable to work on XP and character level to increase your health and stats, then go back to proficiency. Focus on doing quests to level up and get the Pioneer, have two for switching (if you gain 100% of Pioneer proficiency have a different rifle as secondary to switch/use). Then work backwards on rifle level from there, as you get higher level and more health, will be easier to deal with PVE using lower tier and slower fire rate rifles.
Thats the way i made and i would do it again the same way.
At least, Hunter is Pain in PVE but on the other hand Gold for PVP.
In the end you will play PVP too .
Don´´t reset or change class, better start a second Char too if you got too frustratet.
Engeneer ist a good second char with Autmatik, own spawn point etc.
Perfect for PVE and perfect to support the Hunters grinding.
