The long-nose pliers can be found inside a destroyed busy within solar city in C3-4, on the edge of the safe zone shield.

The regular plies can be found within solar city on the stirs / porch in C3-2 within the shield

He told you when to get pliers, if you need steel wire there's some in solar city at B2-5 near exit and C2-8 in the ruined bulding. There's also alot of steel wire scattered in Sobachovka village
