D10-5 " The Strage Place" there's a front and back door go in the back there is a work bench tape in on top BECAFUL there are flesh eatters all over the place.

i have been to the work bench over a dozen times to cheek for this insulating tape and it has not spawned.... is there any other location?

I dont believe this tape spawns there any longer. I got mine off the human AI in the swamp.

Hi! In sqware H7-6 (just in the lower right corner) there is a hangar and inside you will find a loot box with insulating tape. Sorry for my english. :)

Yes, it spawns in the "Garages" in H7-6. Box on bottom shelf. Respawn is 12 - 30min.
