That said you won't see a NWN3. You just won't attract the builders now that dev tools are a lot more accessible.
Now, having said that, we'll have to see if BG3 will live up to the feature set that NWN1 provided.

No nwn3 is going to happen on this one.
However, OEI didn't look at the content creators. A lot of the people who were making new tilesets, models, etc. were making them for PWs and MP projects. It was also a different time and more people play MP now than did back when the game released. I think it's also fair to say that a lot of the people who stuck with NWN, stuck with it because of MP and PWs. Would a MP only NWN3 work now? Posssibly, but I know I for one would have no interest in it.
As you mentioned, that was also very different times when MMO, MOBAs, battle royales and other multiplayer-focused genres weren't as popular.
We can hate on Neverwinter MMO -- I hate Neverwinter MMO and never got past some generic lowbie quest about going into a sewer! But even then it's been going for 7 years and has twice the Steam playerbase of NWNEE.
The closest recent example I can think of is Conan Exiles, which focuses purely on multiplayer and has fairly extensive modding, and the devs focus on making new content instead of obscure ports or new renderers. That game was regarded to have saved Funcom and continues to be hugely popular. I believe quite a few NWN servers and players migrated there too. And Conan isn't even as big an IP as D&D!
It can work but it's always down to execution.
