Spawns are based off region points same as the rivals and same rules apply. Climbing region points will cause the spawns to happen. If you want a reaper to spawn then you would want the region level to stay 21+ but same rules and same cycle.
Not sure what regional points are needed, I only look at the region levels, which the levels are based off region points. Hunt for machines in an easy region to level up like the Farmlands. If all your missions are completed then you destroy machines to gain exp points and regional points. destroy as many machines as possible in a short time. Continue to destroy machines after a rival spawns and the rival will level up as your points go up. If you know where the machines are, you can get a rival to level 4 before the next spawn cycle. Either way, you will get another rival when the timer is up and you are still playing in the same region, and continue to increase the region in points/levels.
Assuming the farmlands is below 21 in level, then as you gain points, the first base that spawns will be the minimum level you need to spawn a base. 🤪CrazyWolf🐺 stated it happens at the 21+ mark, I hunt reapers and care less about the bases and I am sure he is correct, he knows the game well.

Not sure where you heard that, the control points are part of the base game. I would gladly disable Fnix Rising if it would do away with the control points.
BTW: the Soviet machines are also part of the base game.
Destroying bases and rivals lowers the threat level - is that right?
The control points turn into fnix bases or you can built a base at a control point with your command tokens. There are a set number of control points in some regions, not all. And yes you do get command tokens from destroying bases, I only have about 3750 tokens so I don't have much experience at destroying the bases. as long as there is a free control point then a fnix base can spawn there when you are destroying machines in the same region. Guessing that is what you are calling infinite fnix bases. But having all the control points either as a fnix base or a base you claim and you quickly run out of control points.
I play to hunt reapers and the control points are when I collect more uranium.
