Mainly for ping/point the enemy in multiplayer and damage boost for party members when shooting marked enemy.
If I played a lot of multiplayer, I would take at least lv1 marking for the pinging feature and I have 6 skill points worth of leeway for my build.
Also just to mention, Weapon Sway(-15% ~ -45%) become useless when using Marksman (-100%).
There are several other skills like Marking where one wonders if they have even been tested to work at all in solo player games.
For example, one wonders about the Skill that allows you to damage the enemy better while they are shooting at another player.
Well, all the Gen Zero Devs have to do is make the skill work when in solo when:
-- Enemy shoots at a flare and is flanked by you
-- Enemy shoots at a Hacked Enemy and is flanked by you
-- Enemy shoots at a Lure or a Toy Dog and is flanked by you.
Actually being "flanked" should not even be required, but I'm just like you suggesting to the Devs that these Skills supposedly for Co-Op could easily be made to work for Solo Players also.
But these skills probably don't work that way, but not sure anybody tested them either.
And you are right that a longer timer might make them more useful for Solo Players and Co-Op players, but they seem very concerned about making these skills to powerful, probably because several of the 4 players in co-op could rotate the same skill indefinitely.
But this is why it may be easier just to use the gear, except there they make the Quick Equipment Wheel and the Keybinds a bit too cumbersome to work the gear all that easily as well. It's okayish, but it isn't even up to Dying Light quality, and that is a much faster game where time counts more, I think.
