Designated Target and Companions Spotter Module?

Does designated target apply its damage to any marked enemy? The description says specifically "enemies marked using your binoculars", is that actually the case, or just a lazy, inaccurate description?

Does it work with companions spotter module? And does it work with the Scout Scope augment?

Binocular targeting is useful if you are in a group, but it currently doesn't work for the companion. So far, you can't set a target for it.
AFAIK, if the companion highlights a target using its spotter module, other members of your group will see it too.
With the appropriate skill/weapon augment, it does apply a debuff of 10% to highlighted enemies.

Semantics perhaps. It provides a weakness, you provide the damage. It won't do any damage just by tagging an enemy on its own.

I think there's some kind of misunderstanding here; I'm not asking if the "Designated Target" skill does damage on it's own or causes my companion to target the marked targets.

I'm asking, if my companions marks a target, will my attacks do the 10% increased damage if I have designated target.

I'm asking, if my weapons spotter scope augment marks a target will my attacks do the 10% increased damage if I have designated target.

The description for the skill doesn't generically say "marked target" it says "marked by your binoculars"

If you have the necessary skill/augments, then yes, you will do increased damage against a marked target. The marker source (Binoculars/Companion Spotter Module/Teammate/Scope Tagging) does not make a difference. If your target is highlighted, then you can do more damage.
