Not always. I like to open loot boxes close to a safe house so I can tell where an area is on resetting everything. Loot boxes reset is some of the last ones to reset. In most cases it will be about 2 hours out of the region/area and that is game play hours. I hunt in one area, then another and move around regions to keep my region in a fresh region reset. If you wait twice as long, you sometime will get double machine re-spawns in the hot spots and surrounding areas. But I also keep my region levels at 21+ with zero to 3, level 4 rivals, destroying all others. It seems to drive the game timers nuts and wants to spawn more machines for a better chance of a rival spawning. Makes for fun, lot of big battles in co-op play.
I host public co-ops and novice players learn to get good fast and overflow with loot if not careful. They also get a lot of weapons off all the destroyed machines.
