Having an Avalanche Apex Connect account is not required to play Generation Zero, but you won’t be able to utilize Assignments
taken straight from their FAQ. the answer is yes it can be played offline, and without needing to put steam in offline mode.
if you are online what the issue in having the account since they have a no email option?
if apex account disconnects, you know what happens? fmtel becomes disabled thats it. i get this nice little bug that im sure most people get where long sessions of play sees a disconnect from apex and it wont reconnect which disables fmtel until you restart the game. it has no other negative affects.
read Razers post carefully. you seamed to be confused about my response to it.
op is probably asking if this is an always online game which it isnt. to play it offline you do not need to put steam in offline or any tricks. there is nothing more to be said really.
He was asking about the game not Apex account.

You mentioned Apex account in your reply to Razer. I thought you were just being complete.
I thought the "it" in your statement "...it can be played offline, and without needing to put steam in offline mode," the "it" referred to both Apex and the game since they were talking about the game not Apex.
I do not use Steam cloud to back up my game but when I logged back into steam it had a notice that it was updating steam cloud. Make of that whatever.
you cannot play steam games without steam app being active. this applies to all steam games.
It's only games that use Steam's DRM feature that require you to have Steam running while playing a game.
There are plenty of games that are sold on Steam that don't require you to have Steam running to launch or play them. For instance Kenshi and Cyberpunk 2077 don't require Steam to be running to play them, just to name a couple fairly popular ones. Kenshi's developer decided long ago that he didn't like DRM, so he never enacted Steam's drm feature. CDProject (and by association CDProject Red) has always had a "no DRM" stance, so their games also don't have any DRM requirements, that's always been one of their big selling points for GoG.
If you don't believe me, go ahead and close Steam (exit Steam completely). Then go to Cyberpunk's folder (the default location is Steam\SteamApps\common\Cyberpunk 2077) and use REDprelauncher.exe. Cyberpunk will load up just fine and you'll be able to play with no Steam login prompt. Then try it with a game that uses Steam DRM, the game will try to start but then you'll get a Steam login prompt when trying launch those. Try it with all the games you have installed, in my case it turns out I have hundreds that don't require Steam to be running (or even to have Steam installed if you transfer the files to another computer) to play them.
In the case of Generation Zero, like many games it does use Steam DRM, so it does require Steam to be running, doesn't matter if it's set to online or offline though. So yes, you can play Generation Zero with no internet connection, so long as you have Steam running in offline mode.
Oh> I should have made it clearer. With router turned off, powered down and zero internet, I could start and play Gen Zero. The Steam app also started. But when I closed the steam app (still no internet) Gen Zero also closed. Same thing with internet on and Steam in offline mode, closing steam closes gen zero. But in both scenarios, when starting steam back up a noticed popped up that it was updating Steam cloud.
To me.. That means even when steam does not have internet, it saves data on your computer that it then loads into the steam server when you log back into steam on line.
Since steam gave me my stats a few days ago on which games I played the most and how long I played in each and on which days I played them...that really long thread on data stealing... this was part of that theft and possibly shared with other game producers to tailor games to what types are most popular.
