This is purely speculative, but AP might have more penetrative capabilities against machines as well, because AP feels like it does better against targets like hunters, where they’re thin enough and have the good components in the back. But the ballistics in this game are not all available with accurate description, so it is hard to tell and hard to test.
For hollow-point/soft-point to add as well, it is even stronger than FMJ against components, but even less effective against armor. Usually, you want SP/HP (if available)> FMJ > AP, since components are what you want to hit primarily, so you want to aim the more armor-penetrative shell when what you’re targeting is behind armor plating and metal (not exposed).
I have been wondering about velocity myself and I tried to test it. So far I think the only thing that counts for that is the barrel extension. But take that with a grain of gunpowder, it's just my personal testing and experience.
