so you are mad that you got exactly what you wanted? new world means all quests and poi are reset. new character means level 1.
storage is shared bank. there is no game currently existing where the shared bank is reset when you delete characters.
if you want to start fresh, delete the save folder in avalanch studios folder in your documents or load all the items onto a character and delete the character.
the game has much bigger problems that needs solving.
Again, easily fixed by just having separate storage boxes for the different worlds ¯\_(ツ)_/¯
These base comtainers still have some trouble especially when you play with randoms who start a defense mission on storage base, while you are busy fighting bots on the other side of the map and your precious storage gets destroyed.
meanwhile i like it that way to share certain items with new avatars.
imo they should allow more size upgrades for the storage especially with all these fancy weapon dlcs
the game already went a pretty long way to pls more and more the looter shooter community instead of survival fans with high limits on inventory

you could also use inventory mods which still work in MP without affecting any of the clients connected to you and vice versa.
you could also break down any munitions that are too numerous or you dont use because bullet crafting exists.

2 sentences that are at odds with each other. you did not explain yourself well.
you have a few choices as i and others have stated. delete the save folder, load all the items onto a character and keep or delete it or use mods.
the issue with the inventory is not that its global, its that the storage space is too small imo.
