Threat Level
Do you just leave the rivals alone or something? I feel like I've been killing stuff for so long, have 3-4 rivals, 2-3 are lvl 4 and my threat lvl has been hovering around 12-13.

Killing rivals lowers the threat level of a region. You have to balance the number of rivals against the region score. If you need to kill a rival, i.e. to farm a Reaper, kill the weakest one. Weaker rivals drop the region score less than level 4s. Also, the type plays a part. Kill a prototype before a military, Fnix, or apoc. Slaughter the small fry to your hearts content. If it isn't a rival, it is a target.

Just confusing how it works sometimes. For example Marshlands has 2 Rivals, Lvl1 Soldier Firebird, Lvl4 Soldier Wolf with a threat level of 13, while Farmland has 2 Rivals (was 3 but I took out a Lvl 3 Prototype Hunter), both Lvl 4 Soldier class Wolf and ive spent a lot of time killing regulars here and its current threat lvl is 11.

Do their control points reduce the threat level by chance?

My point is not related to OP's question as that one has been answered by @Crios1887.

Letting your character get killed by the bot you want to progress will level up that bot faster. This makes sense if you already have, say, 3 rival tanks and hunters but no leveled harvester, so you tangle with the harv and let it kill your character over and over again to hasten its leveling up.

Since it's tiring to get killed, spawn at safehouse, travel back to fight the harv and repeat. Anyone who wants to do this, I recommend lure the harv near a safehouse where you can conveniently spawn, or drop a field radio (you can use it at least 3 times) near the harv and fast travel to it.

Either FNIX owned control points or personal control points. Locations with bases

Oh that one. Yes destroying Fnix bases, anything there, will increase threat level, Defeating attack on your bases will level down regional threat. Getting defeated defending your base, reclaiming your base after defeat or abandoning it does not affect threat level.

Destroying rivals will drop your threat level, sometimes 2 points or more. But you don't have to keep rivals to get the threat levels up. After destroying a rival, hunt as many none rivals as possible in the same region for 2 hours. That is when another rival will spawn. I have 3 or 4 regions with 3 or less rivals and they are 21 or higher. Regions that are 21 or higher, I destroy FNIX bases and rivals as soon as they spawn. All this so I can get a reaper to spawn in any of the ones 21 or higher. Before the landfall update I could fight 5 or 6 reapers a day. Now I don't play more than a few hours a day.

All my regions have 8 rivals with one region having 7 and a reaper. I haven't been without a reaper for more than a hour in the last year. I even had one appear about 50 feet away while I was looting the dead reaper. That was ugly!!!
