Maybe sometime ago, the devs wanted to give players option for a stealth combat. They have included in Skills tree camouflage and noise reduction rewards of up to 40%, plus 20% max for either (or you can split) visibility or noise reduction attire crafting schematics.
Even with all these things maxed out, the best you can expect is an increase by one shot their detection capability, but once marked you can't unmarked. Either fight or retread until the "combat" sign disappeared.
But I know there are players out there who are enjoying playing stealth combat (not invisible combat) successfully. Maybe it is time for devs to improve stealth combat so players who want to do stealth can enjoy it too.
My main character, that I have used for more than a year, has no stealth skills. Her leggings and shoes have been max crafted for jumping, which improves her speed slightly. But dodging fire fights is easy if your intent is to escape the fight, just run from it.
In the past the hunters and runners would chase you for miles before you could escape them, now it doesn't take that long, you just have to keep moving away from them and don't shoot back. Running with binoculars helps with your speed too.
Keep in mind that stealth does not make you invisible, but if your goal is to not be seen or heard then don't cross a machine's path.
That's with recharging my stamina between sprints.
If I simply run it takes 1min 43sec with either item out.
Full on stealth doesnt make much sense to me since ya know, robots arent people so they dont quite act like us under fire and have instant communication. Neither does all out war since well... you are just some teenager running around fighting robots the size of houses.
Easiest way to know or see a speed difference is when following other players. The distance you are behind them will decrease.
You may be bias from using your stop watch and I would think to measure correctly your stop watch would need to be beam triggered for stop and finish and measure down to a minimum of 1/100th of a second. Also wind direction, humidity and weather conditions can affect your results. (joking)
