As far as I know, with the exception of stuff unlocked through owning DLC or by completing those career challenges, all of the cosmetics are RNG based loot out in the world. You might get a black mowhawk in the next backpack you plunder, you might find every color of mohawk but black, and you might not get what you want until you're hundred of hours in and have humped over most of the landmass by foot.
