I have found that dropping your region levels below 25 and keeping less than 7 rivals, seems to increase the chance of reaper spawns. The sweet spot for region level seems to be between 21 and 24. Also if a rival spawns in a region it will be about 2 hours before a chance of anything else spawning. So if something besides a reaper spawns, destroy it, if it doesn't drop the region below 21 and move to another region.
By playing with what is on my map, most co-op games produce reaper after reaper and have had as many as 5 spawn within a 2 hour game.
I play with one other person in Coop, we spawned one Reaper on purpose to try it out, and since tanks can't navigate most terrain it got stuck and the fight boiled down to "hold down left mouse button". Even that took ages. Immediately after killing it another Reaper spawned, haven't touched that one in weeks to make sure no more of those pointless hindrances can spawn in the world.
Being at a high level i just use the Exp-KVM59, the Exp-PVG-90 and the silenced Colt with 1-4x Zoom.
Kill the Reaper before it kills itself to get better loot, if you let it blow itself up the loot your gonna get is gonna be a bunch of crap.
