Resistance Update?

It states that the base game has all the DLC packs now included in it minus the newest DLC. Is that true or am I reading it wrong?

The Resistance bundle has dlc included for $35. The basic game is $25. You get a discount for the bundled dlc of Alpine Unrest and FNIX Rising. Far as I can tell it does not have the US or Soviet weapon packs in it.

The "Resistance Bundle" has the 2 game DLC's that contain new missions. The weapon DLC's (US and Soviet) nor the Schweet Vanity Pack are included. The Resistance Bundle is not the base game.

This is what it states in the Resistance update patch notes.

"The Resistance Update is landing in the world of Generation Zero. This one is big and has been a long time coming. Base building is finally here and with it comes some brand new features and challenges in Östertörn. The best part about all these? Everything except the Soviet Weapons Pack is included in the base game for all resistance fighters to enjoy. This update releases today, May 4th, for PC and PS4, and is slated to release later this month for Xbox players."

It says everything except the soviet weapons pack is included in the base game for all resistance fighters to enjoy.

So am I reading the patch notes wrong?

The patch notes reference just the update's content, not all DLCs. Weird wording for an update, but you do still have to pay for the previous DLCs and weapon packs (with the exception of ones like experimental weapons, apparel crafting, etc if you consider them DLC). There is, as stated above, the "Resistance Bundle" which contains the previous two DLCs and the base game for $10USD more than the base game alone.

Read the store page. The base game is cheaper than the Resistance Bundle. It's pretty clear to me. They are not the same.

Generation Zero = Base game.

Generation Zero® - Resistance Bundle
Includes 3 items: Generation Zero®, Generation Zero® - Alpine Unrest, Generation Zero® - FNIX Rising

Cosmetic pack and 2 weapon packs extra.

That's an update, not a game purchase. I don't know why they worded it that way. Maybe just referencing the update content impacts those dlc.

Yep, they have done this before. They list minor updates as free DLC to make it would like they are releasing a lot of DLC.
