I think to make a completely new game you need to delete your save file. How you do that I have no clue, you're going to have to ask someone else.
my saves in example are in PC/Document/AvalancheStudios/GenZ
1. Disable you Steam cloud sync (go to your Steam Dashboard, Library, right click on the Generation Zero game, choose Properties, General, and disable "Keep games saves in the Steam Cloud.." you can enable in again if you want after your game made at least 2 new saves)
2. Make a backup of your savegame and savegame.bac files just to be sure (normally located at \My Documents\Avalanche Studios\GenerationZero\Saves\75791144853470253 (sample numbers only) then delete your savegame and savegame.bac files.
this worked so far, i read that even while doing a fresh start this way the steam cloud may still ♥♥♥♥ up and overwrite the fresh start. i hope it continues to work and thank you for the help, ill mark your comment as the answer.
Yes I have heard of the cases where Steam cloud repopulated a fresh game with savesgame files on the Steam cloud, if you want to be sure I suggest do not re-enable Steam cloud sync. I stopped enabling it since April 2020. The saves on the computer, which Steam Cloud copies, are enough.
Most of all allow the New Game Plus to keep attires, machine blueprints and schematics, especially schematics because some of them are really useful and take long hours of play to find.
The current work around posted here are good enough at this time and they are the only way to start a new game that I am aware of.
